  • Overview

    Our Regional Human Resources Manager, in coordination with corporate human resources leadership, manages all phases of a comprehensive human resources program for CCS employees assigned to various facilities within the Massachusetts Department of Corrections (MADOC) state prison system.

    Qualifications

    Education:

    • Bachelor’s degree in human resources field required; Master’s degree preferred.

    Experience:

    • Minimum eight (8) to ten (10) years of experience in all areas of human resources leadership and administration with heavy emphasis in employee relations.
    • Three (3) to five (5) years working in a large facility with 24-hour operations; in a correctional or similar healthcare setting a plus.
    • Manager/supervisory experience required.
    • Proven labor relations experience.
    • Must be willing and able to travel up to 25% of the time.
    • Must be available to connect with employees on nights and weekend as needed.

    Licenses/Certifications:

    • Professional or Senior Professional in Human Resources certification (PHR/SPHR) preferred.

    Responsibilities

    1. Advises and supports MADOC site leadership on all areas of human resources, with heavy emphasis on employee relations and recruitment.  Ensures compliance with CCS, MADOC, state, federal, and all other related regulatory and other similar policies, procedures, laws, rules, and regulations.
    2. Conducts internal investigations in response to ethics hotline or otherwise reported complaints and advises leadership on options to minimize risk and remain in compliance with policies, procedures, and best practices. Serves as primary investigator for all matters related to harassment, discrimination, hostile work environment, retaliation, workplace violence, and a variety of other employment situations.
    3. Participates in all phases of the recruiting and new hire orientation process, including but not limited to job description development, applicant selection and disposition, candidate interviews, offer negotiation, employment and credentialing verification, Criminal Offender Record Check processing and determinations, and new hire introduction, orientation, and training.
    4. Facilitates communication among employees and management by providing guidance and consultation regarding problem solving, dispute resolution, regulatory compliance, and litigation avoidance strives to resolve internal conflict informally through appropriate conflict management and mediation techniques.
    5. Facilitates the interactive accommodation process under the American's with Disabilities Act as amended.
    6. Provides guidance on all other areas of human resources, including but not limited to labor relations, leaves of absence, HRIS processes, benefits administration, workers’ compensation support, performance evaluations.  Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed. 
    7. Must be able to apply principles of critical thinking to a variety of practical and emergent situations and accurately follow standardized procedures that may call for deviations.
    8. Must be able to apply sound judgment beyond a specific set of instructions and apply knowledge to different factual situations.
    9. Must be alert at all times; pay close attention to details.
    10. Must be able to work under stress on a regular or continuous basis.
    11. Post orders, if applicable, per site contract.
    12. Perform other duties as assigned.
